Bid Manager

About the role 

The Bid Manager is responsible for leading and managing the end-to-end bid and proposal process across our consulting service offerings. The role plays a critical part in driving the organisation’s growth by ensuring high-quality, compliant and compelling submissions for public sector opportunities.

 

Working closely with the Leadership and Management Team, the Bid Manager will coordinate and manage all phases of the bid lifecycle—from opportunity qualification and capture planning through to submission and post-submission review. The role requires strong strategic thinking, stakeholder management, and the ability to guide subject matter experts to produce winning proposals. 

 

The Bid Manager will also provide insight into market activity, competitor positioning and procurement trends to support informed business development decisions. By advising the business on best-practice bid strategy, methodology and governance, the role ensures Projects Assured continues to deliver competitive, high-quality submissions aligned with client requirements and industry standards. 

 

Key Responsibilities 

 

  • Lead and manage the end-to-end bid lifecycle, including opportunity qualification, bid planning, proposal development, submission and lessons learned reviews. 
  • Work with General Managers and the Leadership Team to develop bid strategies, win themes and value propositions aligned with client needs. 
  • Provide market and competitor intelligence, including analysis of procurement trends, competitor positioning and panel activity to inform business development strategy. 
  • Coordinate cross-functional bid teams, ensuring subject matter experts, technical leads and management contributors deliver content aligned with submission requirements and deadlines. 
  • Manage the governance and review process for bids, including quality assurance, compliance checks and executive review prior to submission. 
  • Develop and maintain best practice bid frameworks, templates, processes and content libraries. 
  • Lead proposal writing and editing to ensure submissions are clear, compelling, compliant and client focused. 
  • Manage submission processes across procurement portals such as AusTender and other government procurement systems. 
  • Maintain and continuously improve SalesForce opportunity tracking and bid management processes. 
  • Monitor and analyse market opportunities, panel refreshes and procurement activity to identify strategic opportunities for the business. 
  • Maintain a repository of sales collateral, case studies, capability statements and lessons learned to strengthen future submissions. 
  • Provide guidance and advice to internal stakeholders on bid best practice, proposal development and procurement engagement strategies. 

 

What We are looking for 

 

  • Proven experience managing end-to-end bids and proposals, ideally within a consulting, professional services or government services environment. 
  • Strong understanding of Commonwealth procurement processes and panel arrangements. 
  • Demonstrated experience preparing and submitting tenders through procurement portals such as AusTender. 
  • Experience coordinating complex proposals involving multiple stakeholders and contributors. 
  • Understanding of bid methodologies such as Shipley or similar structured proposal frameworks. 
  • Ability to analyse market trends, procurement activity and competitor positioning. 
  • Strong written communication skills with experience developing high-quality proposal content. 
  • Experience using SalesForce or similar CRM systems for opportunity tracking and pipeline management. 
  • High level organisational skills with the ability to manage multiple concurrent bids and deadlines. 
  • Proficiency in Microsoft 365 suite (Word, PowerPoint, Outlook) and SharePoint.
