About the Role

We are seeking an experienced Program Manager / Program Governance Lead to support delivery within complex, high-security environments across the national security portfolio.

This role is responsible for establishing and driving program-level governance, coordination, and oversight across a suite of interdependent projects. You will work closely with senior stakeholders to ensure programs are aligned to strategic objectives, delivered in a controlled manner, and supported by robust planning, reporting, and assurance practices.

Key Responsibilities

Program Governance & Leadership

• Establish and maintain a fit-for-purpose program governance framework
• Provide leadership and oversight across multiple projects within the program
• Ensure alignment between program delivery and strategic priorities and objectives

Program Planning & Control

• Develop and maintain the Program Management Plan, including scope, schedule, dependencies, and resourcing
• Coordinate interdependencies and sequencing across projects
• Monitor and report on overall program performance and progress

Stakeholder & Executive Engagement

• Act as a key interface with senior stakeholders and decision-makers
• Prepare and deliver program-level briefings, reporting, and recommendations
• Facilitate decision-making and support the resolution of escalated issues

Risk, Issue & Opportunity Management

• Maintain oversight of program-level risks and issues
• Identify cross-project and systemic risks
• Support mitigation strategies and ensure appropriate escalation pathways

Assurance & Compliance

• Support internal and external assurance activities
• Ensure program artefacts are consistent, auditable, and fit-for-purpose
• Promote consistent delivery practices and governance standards across the program

About You

You are a seasoned delivery professional with experience managing complex programs in highly regulated environments, with strong governance, stakeholder engagement, and coordination capabilities.

Essential

• Proven experience delivering or supporting large, complex programs of work
• Strong understanding of program governance, planning, and reporting practices
• Experience managing interdependencies across multiple projects
• Excellent stakeholder engagement skills, including working with senior executives
• Demonstrated ability to manage risks, issues, and escalations at a program level

Desirable

• Experience within the national security or similarly regulated environments
• Familiarity with structured delivery frameworks (e.g. PRINCE2, MSP, Agile at scale)
• Exposure to assurance, audit, or compliance activities
• Strong written communication skills, particularly in preparing executive-level reporting and briefings
